D-Nothi — National Electronic Filing System

Live Portal

Project Overview

D-Nothi (Digital Nothi) is the official nationwide administrative office management and e-filing platform of the Government of Bangladesh, spearheaded under the a2i (Aspire to Innovate) program and the ICT Division. Operating across ministries, departments, directorates, and field administration offices, D-Nothi replaces manual paperwork with a completely paperless, transparent, and auditable digital secretariat workflow.

The platform manages the end-to-end lifecycle of public sector administration, including electronic note-sheeting, hierarchical approval routes, official memo drafting, and digital signature authorization—accelerating government decision turnaround from weeks to minutes.

Technical Actions & Advisory

Guiding scalable GovTech systems, high-concurrency storage, and digital verification pipelines:

  • High-Concurrency Document Sharding: Advised on relational partitioning schemas, distributed object storage clusters, and database indexing to handle tens of millions of active electronic files and attachments without latency spikes.
  • PKI & Digital Signature Verification: Guided the architectural integration of National Public Key Infrastructure (PKI) and cryptographic token standards, ensuring absolute non-repudiation, tamper-resistance, and legal validity for all authorized decisions.
  • Hierarchical Workflow Engine: Structured resilient state-machine routing models to accurately represent official government administrative rules, seniority structures, and conditional multi-officer sign-offs.
  • Tamper-Evident Audit Trails: Established immutable activity logs and event versioning mechanisms to ensure complete transparency and accountability across every file transaction.

National Impact & Efficiency Transformation

D-Nothi processes millions of official files and memos across thousands of government offices nationwide. By converting cumbersome paper-based bureaucratic channels into instant, verifiable, and trackable digital workflows, the system has eliminated file loss, reduced bureaucratic delay, and established a core pillar of SMART Bangladesh e-governance.
